Before issuing a license or permit or allowing an individual to be present, a fingerprint-based background check must be completed for the following persons:

If the person has lived in another state in the past five years or has reason to believe that the person has a criminal history in another state, anyone who needs a background check but is not listed above must also complete a fingerprint-based background check.

CCL does not require fingerprint checks; however, all volunteers and visitors who regularly or frequently appear in the nursery are required to conduct a background check based on the name of Texas. Please note that if you have reason to believe that there is a criminal history in another state, the person must complete an FBI-based fingerprint inspection regardless of whether the above criteria are met. If this person only lived in Texas during the five years prior to the date you submitted the background check, but you suspect a criminal history in another state, please contact CBCU for assistance in initiating a fingerprint check.

A fingerprint-based criminal history check is a search between a person’s fingerprints and a DPS database. The DPS database is a database for arrests in Texas and dealing with suspected crimes. The FBI database is implemented anywhere in the United States and territory. The arrest database of suspected crimes and disposal, the DPS database of the Texas Sex Offenders Registry, and the FBI database of the National Sex Offenders Registry.

UEID stands for Universal Registration Identifier.

When a background check is required, IdentoGO will assign a unique UEID number to each applicant. This number can be used to schedule a fingerprint appointment, and can also be used to check the status of the completed fingerprint appointment to determine whether it is being processed or refused to print. Yes. This person can schedule a fingerprint appointment on the IdentoGO scheduler, but he needs to provide a valid identity certificate when making the appointment. For more information, see Fingerprint Identification ID Requirements on the Fingerprint Identification page.

The fingerprint fee is paid directly to the fingerprint supplier. The fee must be paid at the time of the fingerprint appointment, unless the applicant has obtained a payment coupon provided by the licensed operator. The person can use coupons to pay for fingerprints when making an appointment with IdentoGO or when making a fingerprint appointment.

The fingerprint supplier does not accept personal checks. Payment can be made by credit card, business check, money order or credit card support account set up with IdentoGo.

When a childcare institution chooses to use an account supported by a credit card, the institution must send an email to the billing department of IdentoGO to set up an account. Instructions for creating an account and the required documents can be found in the table and links section at the bottom of the external links of the IdentoGO website.

HHSC needs to use an online system to automate and accelerate the processing of fingerprint inspections. DPS fingerprint supplier IdentoGO is the only company that accepts electronic fingerprints for criminal history checks under a contract between the Texas Department of Public Security (DPS) and the Texas Department of Public Security (DPS).

IdentoGO can provide on-site fingerprint identification services for groups of 30 or more people. Please note that these meetings are usually scheduled at least five to six weeks in advance, and the fingerprint supplier charges each applicant an additional fee of $10.00. The service code is determined according to the type of operation and the role of the person who submitted the background investigation request.

Note: If you think the service code you received is incorrect, please contact your HHSC CBCU representative, who is located on the CBCU Contact page.

Sometimes DPS or FBI will refuse to provide fingerprints. If this happens, HHSC will send an email to notify you that you have received a rejected fingerprint. The fingerprint supplier will also contact you via phone or email according to the preferred contact method entered during the background check required to arrange a reprint. You should not be charged again for fingerprint collection. You can contact the fingerprint supplier online or by phone to reprint.

The reprint must be completed within one year after the initial appointment. If the second set of fingerprints is also rejected and completed within one year of the initial appointment, HHSC can request the FBI to conduct a name-based search. This search must be requested within 90 days after the second set of fingerprints is rejected. If HHSC does not receive a second rejection notice within the 90-day time frame, it will not be able to initiate a name-based search. This person will need a new set of fingerprints and will need to pay for the new fingerprints.

If you collected fingerprints for other state agencies, you may not need to complete fingerprint collection again in the following situations:

If you have taken fingerprints for the Texas Education Authority (TEA) or other state agency, please contact CBCU to determine if your fingerprint results can be transmitted and used by CCL. Please send an email to CCLFBIRESULTS@hhsc.state.tx.us and attach a copy of your driver's license and social security card. You can call the CBCU support hotline at 800-645-7549 for further assistance, but you must receive a copy of your driver’s license and social security card before solving this problem.

If a person cannot visit a DPS fingerprint supplier in Texas because they live outside of Texas, or cannot leave his/her place of residence due to a physical disability (see "Family Applicants" on the fingerprint page "), he or she may be eligible to submit fingerprints on the hard card. Note: The fingerprints collected on the hard card take longer to process, and due to the quality of the fingerprints, it may result in a higher rejection rate of the FBI, which may cause a delay in receiving the results.

A background check must first be applied through the public provider’s website or by submitting a background check application form (see "How to apply for an FBI background check"). Then, the person must register to submit the fingerprint card by mail and pay the fingerprint fee on the fingerprint supplier's website. After collecting the fingerprint of this person, it must be sent to IdentoGO for processing. For more information, see the instructions for out-of-state applicants.

The results of the fingerprint inspection will be electronically sent to HHSC for review and processing. If the person wants to verify whether the fingerprint has been received and processed, he or she can check the status on the fingerprint supplier's website https://uenroll.identogo.com/ or call 217-793-2080. The system will prompt the person to enter his or her service code and the person’s UEID and date of birth, or the person’s name, date of birth, and contact information entered when entering the background check.

If the individual has a disability or condition that may affect the fingerprint identification process, and the person is not considered "home" (please refer to the home applicant on the fingerprint page):

CBCU will notify the DPS and fingerprint supplier before the person’s scheduled appointment because the person’s disability or condition may require any convenience or special consideration.

Starting from January 13, 2019, notifications of personal background check results will no longer be provided. When the results of all types of background checks required by a person are received and processed, an eligibility notice will be sent.

As long as the CCL has a valid subscription or can reactivate the subscription to the FBI's national rap back service for that person, no new fingerprints are required.

If the name shown in the notification that contains the information required to complete the fingerprint identification received from HHSC is accurate, but your identity document shows a different version of the name, please complete the online appointment process. When you arrive at the appointment, the fingerprint supplier will update as needed. In addition to the required identification documents, please be sure to bring other documents to verify that the submitted name is accurate.

If the name shown in the notification received from HHSC is not accurate, please contact the CBCU support hotline at 800-645-7549 for help.
